DEVELOPING DISASTER EXERCISES FOR HOSPITALS: Simplifying the Process

This 3 day hands-on, activity-based training is designed to prepare participants to be the in-house disaster exercise design expert for their facility.
The course is modeled on the DHS/FEMA 3-week disaster exercise design course for emergency management and first responders.

Participants will learn about:

• 7 types of exercises including considerations involving cost, time frame and personnel

• Overview of a Comprehensive Exercise Plan

• Overview of the Homeland Security Exercise Evaluation Program (HSEEP) Toolkit

• Overview of Hospital Incident Command Structure (HICS) Incident Planning and Response Guides

• Overview of HSEEP Exercise Evaluation Guides

• 8 Steps in the Exercise Design Process

• After Action Reports and Improvement Plans

• Exercise documentation including Player Manual, Controller/Evaluator Manual, Master Scenario Events List (MSEL), and Evaluator Tool

• Moulage and its use as a tool to enhance exercises

More than half of the course will be spent in skill building activities. Working in teams, participants will:

• Develop a tabletop exercise

• Develop components of a full-scale exercise that can be adapted for use with a functional exercise

Who should participate?

Personnel tasked with developing and conducting disaster exercises for their facility or agency.
The goal is to give participants the information and tools they need to design and conduct exercises. The training will also better enable them to participate as members of the design team for multi-agency exercises.  

When and where?

This FREE training will be held:

March 8-10, 2010 - registration now open!
(Public Health and MRS personnel will be given priority if registration is received by February 1, 2010)

September 20-22, 2010 - registration will open summer 2010

We strongly recommend participants stay on site. Past participants have told us that the networking outside of class sessions is invaluable.
Lodging is provided for Monday and Tuesday nights. Meals are provided for Monday (not breakfast), Tuesday and Wednesday.
All sessions are held at Camp Carol Joy Holling Swanson Retreat Center in Ashland NE.
Sessions start at 10:00 am on the first day and end at 5:00 pm on the last day .

What to bring?

It would be helpful to bring a laptop with wireless Internet capabilities if you have one.

Commitment required & Pre-requisites

Because each module of the training builds on previous modules, participants are asked to commit to the full training period.

In addition, participants will need to have completed
IS-100.HC Introduction to the Incident Command System for Healthcare/Hospitals,
IS-200.HC Applying ICS to Healthcare Organizations and
IS-700 National Incident Command System (NIMS) an Introduction
During the registration process, participants will be asked to provide copies of their certificates of completion for these courses.
