EXERCISE DESIGN SERVICES

Having a disaster plan is only the beginning. Testing the plan to be sure it will work as intended during an actual event is equally important. And that means developing exercises that result in actionable improvement plans.

The Center can help. Our exercise design team has developed and conducted exercises from state-wide full scale exercises to tabletop exercises to workshops and everything in between. We've worked with hospitals, public health, medical response system, higher education institutions and private businesses.

We've developed a short presentation to explain the basics of exercise design and our approach.

DESIGNING DISASTER EXERCISES COURSE

This four-day hands-on, activity-based training is designed to prepare participants to be the in-house disaster exercise design expert for their facility.
The course is modeled on the DHS/FEMA 3-week disaster exercise design course for emergency management and first responders.

Nebraska Nurses Association, an accredited approver by the American Nurses Credentialing Center's Commission on Accreditation, has approved this course for 23.2 nursing contact hours.

Participants will learn about:

  • 7 types of exercises including considerations involving cost, time frame and personnel

  • Overview of a Comprehensive Exercise Plan

  • Overview of the Homeland Security Exercise Evaluation Program (HSEEP) Toolkit

  • Overview of Hospital Incident Command Structure (HICS) Incident Planning and Response Guides

  • Overview of HSEEP Exercise Evaluation Guides

  • 8 Steps in the Exercise Design Process

  • After Action Reports and Improvement Plans

  • Exercise documentation including Player Manual, Controller/Evaluator Manual, Master Scenario Events List (MSEL), and Evaluator Tool

  • Moulage and its use as a tool to enhance exercises

More than half of the course will be spent in skill building activities. Working in teams, participants will:

  • Develop and conduct a tabletop exercise

  • Develop a drill

  • Develop a full-scale exercise 

Who should participate?

Personnel tasked with developing and conducting disaster exercises for their facility or agency. The goal is to give participants the information and tools they need to design and conduct internal exercise as well as better enable them to participate as members of the design team for multi-agency exercises.

Commitment required & Pre-requisites

Because each module of the training builds on previous modules, participants are asked to commit to the full training period.

In addition, participants will need to have completed
IS-100.HC Introduction to the Incident Command System for Healthcare/Hospitals,
IS-200.HC Applying ICS to Healthcare Organizations and
IS-700 National Incident Command System (NIMS) an Introduction
During the registration process, participants will be asked to provide copies of their certificates of completion for these courses.
